Assignment Title: Request for Expression of Interest (EOI) for hiring three (03) Engineering consultant firms to assist BRD Plc in feasibility studies of different projects

  1. Background:

The Development Bank of Rwanda (BRD) is a Public Company Limited by Shares, with a share capital of RWF 57,808,931,000, registered at the Office of the Registrar General, whose company code n°1000003547, its incorporation certificate issued on 7/7/2011 and a banking license n°003 issued by the National Bank of Rwanda on August 11, 2009. BRD was incorporated on August 5, 1967.

With its new strategic plan 2018-2024, BRD has a vision of being “an innovative and sustainable provider of development finance for socio-economic impact. This will be through its mission “To be a trusted and strategic partner for Rwandan’s development that offers financial solutions for enhanced value to our stakeholders.

To achieve this vision, BRD has articulated three strategic themes:

  • Operational Excellence: Continuous improvement of our credit and risk management system, financial performance and customer services.
  • Strategic Partnerships: Forming strategic partnerships to deliver our mandate is a key component of our core activities.
  • Dynamic Culture: Continuously improving our pool of knowledge to have the most competent and skilled employees.

BRD has a big portfolio of large-scale projects with high investments such as hotels, industries, commercial building, etc. and with the above-mentioned strategy it wishes to maintain the momentum. However, the implementation of such projects involves some critical challenges which need specific expertise.

  1. Overall Objectives

The aim of this assignment is to update BRD database with best top three (3) engineering consulting firms that will be assisting the bank in the technical feasibility studies prior the disbursements and follow up the implementation of projects in different sectors.

The main focus will be on the construction of hotels, industries, commercial building, equipment designs and machine specifications for agriculture and energy financing as well as assess the potential risks of specific projects by undertaking risk management in specialist roles in order to recommend mitigations beforehand to avoid project failure and hence non-performance.

  1. Scope of Work
  • Review of drawings and bill of quantity

As the technical feasibility study is done by a separate architectural firm hired by the client, the consultant will be able to interpret and review the drawings and the bill of quantities submitted by the client. The consultant will make sure the required quality standard is fulfilled. He will expeditiously and impartially provide the necessary advice, opinion, assessment, measurements, computations or valuation for the proper carrying out of the works.

  • Environmental protection

The technical feasibility study has to comply with the applicable environment laws and related guidelines in Rwanda.

  • Machines and equipment with required quality and standard

Within the industry sector, the required machines and equipment are paramount for the functionality and profitability of the project. The consultant will carry out an inspection (fit-for-purpose testing) to ensure that the technical specifications of machines and equipment are fit for the production. Otherwise, recommend alternative solutions.

  • Civil & Mechanical Works well executed
  • Civil works execution

The day-to-day supervision shall be carried out by the Consultant who shall liaise with all relevant parties. The Consultant shall be responsible for the supervision of all works in accordance with the technical evaluation of the project agreed upon with the promoter and the Bank until the project completion including the end of the defect’s liability period.

The consultant will monitor and inspect progress of construction works, by making regular follow up visits to construction sites in order to ensure that construction works are performed within the agreed timelines.

The Consultant shall keep the Bank informed on the progress of all project activities, certify all payments after verification of works performed at sites and make recommendations for unforeseen works that could potentially generate additional cost.

  • Mechanical works, machines and equipment purchase and installation

The consultant will have to ensure if the mechanical works are done properly during the field visits. He will also monitor the machines and equipment purchase and installation. The machines and equipment to purchase must comply with the technical specifications agreed on during the project evaluation and the methods of installation will have get prior certification.

  • Construction Supervision Services to Completion

Generally, Construction supervision services involve Inspection of construction works to ensure that its quality conforms to all approved construction documents & that it is completed within the contract duration period & within the Contract Construction costs as well detailed in the Terms of Reference (ToR) here attached.

The Development Bank of Rwanda (BRD Plc) now invites eligible consulting firms (“Consultants”) to express their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services as well as show that they understand the Terms of reference. A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in BRD Procurement Regulations.

  1. Duration of the assignment

The three (03) selected consulting firms shall sign a framework contract with BRD Plc. The contract duration will be based on the duration of the particular project. Otherwise, the selected companies will remain in the BRD ‘s database that will be assigned projects according to their expertise.

        CONSULTING FIRM TO PROVIDE INTERNAL AUDIT MANAGEMENT SYSTEM

Prior years, BRD internal audit department did not have an automated internal audit system.  Development Bank of Rwanda ’s vision has embarked on transformation of bank processes for all departments to embrace best practice within each department and a decision was taken to implement an automated solution. The institute of Internal Audit standards have requirement that audit departments should be automated which is part of the key indicator of the maturity and effectiveness of internal audit function should BRD seek an external quality assurance certification.

In line with modernizing the organizational lines of defense, specifically the internal audit function as required by the best practices of global Institute of Internal Auditors (IIA) and regulation on minimum internal controls standards and internal audit function in banks issued by Central Bank of Rwanda,  Internal audit started the  process of getting the software for management of internal audit function but also handles also Risk management process.

Internal audit management software is needed to automate internal audit activities by providing a platform to deliver high quality audits, standardize the workpaper process, leverage auditor knowledge, enhance audit reporting and provide management with key information.  BRD Internal Audit Department will use internal audit management software to increase the efficiency and productivity of its entire audit process, including, risk assessment, scheduling, time and expense tracking, planning, execution, review, report generation, trend analysis, committee reporting and storage.

Therefore, BRD is seeking qualified company with enough experience classified as Solution Providers that can provide internal audit management software and train the users of the same.

  1. OBJECTIVE OF THE ASSIGNMENT

The main objective of the project is to select a consulting firm to provide internal audit management software that will be used to capture, store and retrieve internal Audit working papers , facilitate the review and quality assurance, Internal Audit reporting, and follow up the implementation of Audit recommendation

  1. KEY RESULTS EXPECTED

The expected results of the internal audit management software are known as functional or support functions, these are requirements that are organized in terms of process flow and what actions will be carried out by a human interface as well as what the system will be doing to meet the needs of the users as describe in the Terms of Reference.

The Development Bank of Rwanda (BRD) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  1. General Experience of the firm in the design and develop software engineering projects;
  2. At least having accomplished at least 5 projects of similar nature;
  3. Demonstrated a local presence if the System provider is from abroad, for easy support where possible;
  4. The technical and managerial organization of the firm. (Provide only the structure of the organization, general qualifications and number of key staff).

N.B: Key Experts will not be evaluated at the shortlisting stage and only 3 best consulting firms shall be shortlisted.

  1. DURATION OF THE ASSIGNMENT

The consultancy work will be conducted in two (2) months starting from the date of the signature of the contract. The consultancy is expected to start in August 2020.

The Development Bank of Rwanda (BRD) is a Public Company Limited by Shares, with a share capital of RWF 57,808,931,000, registered at the Office of the Registrar General, whose company code n°1000003547, its incorporation certificate issued on 7/7/2011 and a banking license N°003 issued by the National Bank of Rwanda on August 11, 2009. BRD was incorporated on August 5, 1967.

BRD is seeking to procure consulting services from well-established and experienced consulting firm to conduct a comprehensive due diligence report on the pricing of baby diaper machine, quality of machine and technology, quality of the products, source, availability and quality of raw materials.

In this regard, the Development Bank of Rwanda (BRD) request interested and potential firms to submit their Technical and Financial Proposals for the above-mentioned services according to the terms of reference detailed in the Request for Proposal. A detailed Request for Proposal in English shall be requested to the following email addresses: a.gakwandi@brd.rw, copying e.mateso@brd.rw and e.uwizeye@brd.rw, staring from Friday on 8th May 2020 during office hours (8:00 am to 6:00 pm, Local time).

Well bound and sealed proposals presented in 3 hard copies, one of which marked “Original” and 2 hard copies marked “Copy” of the technical and financial proposals. These Bids shall be valid for a period of 120 days and should be submitted to the BRD, PO BOX 1341, Kigali Rwanda, not later than Monday 18th May 2020 10:00 am prompt.

The technical proposals will be immediately opened in the presence of the bidders’ representatives who wish to attend the opening session in BRD meeting room on ground floor.

Please note that Technical Proposal should be separated from Financial Proposal, put in separate envelopes and written in English. The two proposals being put in an outer envelope should bear name, address of the bidder, reference of tender notice and be marked as follows:
